I think the reason for Judge Mills Lane's low TV ratings is that people do not see him so much as a judge in a court of law but primarily as a judge in a boxing ring. Judge Mills has refereed a number of boxing matches. The one match that stays in people's mind is the Holyfield vs. Tyson match several years ago. I truly beleive that viewers were watching the show in the hopes that Judge Mills Lane's presence would cause the defendant to grab the plaintiff and bite his ear or some or kind of lude behavoir. Well after all this time, it is obvious it simply isn't going to happen.
Another problem that Judge Mills has is he really doesn't have the same type of control over his court room as Judge Judy or Judy Joe Brown. Judge Mills have to comically threaten his plaintiffs, defendants too many times during the show. As a result the viewers are probably saying to themselves "Am I seeing a parody of a judge show or what?" As a result viewers do not have the full respect for Judge Mills Lane.
